CAF member arrested and charged in joint police operation into foreign interference and security of information

On December 10, 2025, the Canadian Forces Military Police, specifically the Canadian Forces National Investigation Service (CFNIS), arrested and charged Master Warrant Officer Matthew Robar, a member of the Canadian Forces Intelligence Command, with multiple offences pursuant to the National Defence Act (NDA) and other Acts.

The arrest and charges stem from a joint forces operation between the Canadian Forces Military Police, and the Royal Canadian Mounted Police (RCMP) Federal Policing - Central Region's Integrated National Security and Enforcement Team.

The charges are as follows:

  • One (1) count of Communicating Special Operational Information under section (s.) 17(1) of the Foreign Interference and Security of Information Act (FISOIA), pursuant to s. 130 of the NDA;
  • One (1) count of Breach of Trust in Respect of Safeguarded Information under s. 18(1) of the FISOIA, pursuant to s. 130 of the NDA;
  • Two (2) counts of Contravention of Storage Regulations under s. 86 Criminal Code of Canada (CC) contrary to s. 117 Firearms Act, pursuant to s. 130 of the NDA;
  • Three (3) counts of Conduct to the Prejudice of Good Order and Discipline, pursuant to s. 129 of the NDA; and
  • One (1) count of Feigning Disease, pursuant to s. 98 of the NDA.
